| The WRU Community Plan for Coaching provides an overall framework to guide the development of coaching throughout Wales. Key Actions have been identified for adaptation into country, region and district contexts:
Action 1: The WRU Coaching Model – Set out and implement the WRU Coaching Plan.
Action 2: Coach Pathways – Set out and implement a clear and inclusive model of coach development.
Action 3: Participant Pathways – Set out and implement a clear and inclusive model of coach development to underpin coaching practice.
Action 4: Coaching Strategies – Set out and implement coaching strategies across Districts, Regions and all of Wales.
Action 5: Increase in coaches coaching – Recruit and retain coaches with the skills to coach at each phase of the pathway.
Action 6: Coaching in Education – Maximise the role of coaching in the Education sector.
Action 7: Coaching support system and delivery – Establish effective delivery, support and education for Trainers, educators, coaches, assessors and verifiers.
Action 8: Elite Performance Coaching - Establish a coordinated system for the identification, training and support of high performance coaches.
Action 9: Licensing and Registration - Set up a coaching database for all qualified and active coaches, trainers etc by 2007. Introduce a licensing system for all coaches by 2009.
Action 10: Recognition and Profile of coaches - Conduct a sustained campaign to maximize the profile and recognition of coaches.
Action 11: Research and Development – Implement an on-going research and development programme into both player and coach pathways and interventions.
Action 12: Specialist qualifications and CPD – Develop specialist qualifications for coaches, mentors, directors of rugby, skill developers, children’s coaches, adults' coaches, coach educators and teachers. Commencing with the teachers of the ‘Fundamentals’.
